Indiana Education Scholarship Account (INESA)

Checked 18 September 2026

What this means for homeschool families

Only some homeschooled students. Only for students with a disability who have an IEP, SP or CSEP, and their siblings, within the Choice income limit.

If your child does qualify, the details are below.

How it works

INESA lets parents step outside the public system and build an education around a student’s learning needs, spending the account on approved programmes, therapies, services, tuition, fees and related expenses. Administration moved from the Treasurer of State to the Indiana Department of Education on 1 July 2026 — old in.gov/tos pages now point there. Payments to providers go through ClassWallet, paid after services are delivered; 2026-27 disbursements are in August, October, December and February.

Amount
Up to about $20,000 for a student with a disability; up to about $8,000 for a sibling. The base is 90% of state tuition support for your school corporation (about $6,000–$8,300 in 2026-27, most between $6,500 and $7,300), plus 100% of special education funding for students who need it.
For homeschoolers
Only some homeschooled students

Who qualifies

Students with a disability who require special education and have an IEP, SP or CSEP — and their siblings. The student must have legal settlement in Indiana, be aged 5–22, and meet the Choice Scholarship income requirement, which IDOE lists for 2026-27 as household income no more than 400% of the free or reduced-price lunch threshold.

How to apply

  1. Confirm your child is eligible for this year — see "Who qualifies" above.
  2. Check this year's window. The 2026-27 window ran 1 March to 1 September 2026 and is closed (priority window 1 March – 15 April). The state says the application opens on 1 March each year, so expect the 2027-28 window from 1 March 2027. Dates move every year, so confirm on the official page before you plan around them.
  3. Create a parent account on the official portal and start the application.
  4. Have your documents ready. Most programmes want proof of residency, the child's birth certificate, and an IEP or eligibility determination if the programme is disability-based.
  5. Once you're approved, spend it. Curriculum and supplies are an approved category, and subscriptions are eligible when sold by approved vendors in the ClassWallet marketplace. Search there for Historical Conquest.

Official programme page: in.gov/doe/eoq/esa. Amounts, deadlines and eligibility are set by the state and change every year — always confirm there before you plan around them.
