Kansas

Tax Credit for Low Income Students Scholarship Program (TCLISS)

Checked 18 September 2026

What this means for homeschool families

Does not fund homeschooling. Scholarships pay tuition at a qualified private school; homeschooled students cannot use them.

Historical Conquest is still sold directly in our shop, and the homeschool page lists the states whose programmes do fund home education. The note under “Who qualifies” has more detail.

How it works

Donors receive a state tax credit for funding scholarship granting organisations, which award scholarships toward tuition, fees and expenses at a qualified school — an accredited Kansas nonpublic school (or one working toward accreditation). Total credits are capped at $10 million a year. Kansas has no education savings account.

Who qualifies

Family income at or below 250% of the federal poverty guidelines, and the child was enrolled in a Kansas public school in kindergarten through grade 8 the previous year, or is under six and eligible to enrol, or already holds a scholarship. Bills to widen eligibility were introduced in 2025 but not acted on. Homeschooled students cannot use it — the money follows enrolment at a qualified school.

In April 2026 the Legislature overrode the Governor’s veto of Senate Bill 361, opting Kansas into the new federal tax-credit scholarship programme that begins in 2027. How it will run in Kansas, and what it will pay for, had not been published when we checked on 18 September 2026.

How to apply

  1. Confirm your child is eligible — see "Who qualifies" above. This money is awarded through an approved scholarship organisation, not paid into a parent's account.
  2. Check this year's window. Applications run through an approved scholarship granting organisation (SGO), not the state; each SGO sets its own dates. The state application form and the list of certified SGOs are on the KSDE page. Dates move every year, so confirm on the official page before you plan around them.
  3. Apply through the organisation and gather proof of income and residency if the programme is income-limited.
  4. Spending. Be realistic: this money is tuition-facing. It pays a school, not a family. If your child attends a participating school, ask the school about Historical Conquest as a classroom resource.

Official programme page: ksrevenue.gov/prtaxcredits-lowincomestudents.html. Amounts, deadlines and eligibility are set by the state and change every year — always confirm there before you plan around them.

Historical Conquest in Kansas

Using it with Historical Conquest

Kansas’s programme does not pay for home education, so a homeschooling family here buys Historical Conquest directly. The card game, the Monthly Adventure Boxes, the textbooks and the digital game are all in the shop.

If your child attends a school that takes part, ask the school about Historical Conquest as a classroom resource, or ask us about classroom sets.
